Rental Property Minimum Standards 2027

From the 1st March 2027, new minimum energy efficiency standards will begin applying to Victorian rental properties. Melbourne landlords and property managers will need to prepare for changes across heating, cooling, hot water, shower heads, ceiling insulation and draughtproofing. Rental Minimum Standards 2027 Melbourne

From 1 March 2027, new minimum energy efficiency standards will begin applying to Victorian rental properties. These changes affect rental providers, landlords and property managers across Melbourne and cover six key areas: heating, cooling, hot water, shower heads, ceiling insulation and draughtproofing.

For property managers, the challenge is not just understanding the new rules. It is knowing which properties need work, when the work is triggered, how to organise licensed trades, how to access eligible rebates, and how to keep clear records for landlords.

2027 Rental Minimum Standards Timeline

From 1 March 2027

Cooling
A fixed, energy-efficient cooling system is required in the main living area when triggered by a new rental agreement or when an existing agreement converts to month-to-month. For non-ducted systems, this generally means a non-portable electric air conditioner or heat pump with a GEMS 3-star or above cooling rating for the relevant climate area.

4-Star Shower Heads
Shower heads must meet the required water efficiency standard when triggered by a new rental agreement or conversion to month-to-month. In most cases, this means a minimum 4-star WELS rated shower head.

Ceiling Insulation
Ceiling insulation is required where it is missing or non-existent when triggered by a new rental agreement or conversion to month-to-month. If low levels of insulation already exist, an upgrade may not be required under the minimum standard.

Heating
If the existing fixed heating system fails and cannot be repaired, it must be replaced with an energy-efficient fixed electric heating system with an outlet in the main living area. You do not need to replace a functioning heater if it meets the existing minimum standard.

Hot Water
If the existing hot water system fails and cannot be repaired, it must be replaced with an energy-efficient system, such as a heat pump hot water unit or eligible electric-boosted solar hot water system.

From 1 July 2027

Draughtproofing
External doors, external windows and wall vents must be sealed where required when triggered by a new rental agreement or conversion to month-to-month. Consumer Affairs Victoria states that external doors and windows must be fitted with sealing or weather-stripping products that restrict airflow without affecting normal operation.

From 1 July 2030

Cooling Deadline
From 1 July 2030, all rental properties must meet the cooling standard regardless of lease status, unless an exemption applies.

What Triggers the New Standards?

Some requirements are triggered by a new rental agreement or when an existing agreement converts to a periodic/month-to-month agreement. This applies to cooling, shower heads, ceiling insulation and draughtproofing.

Heating and hot water are different. These are generally triggered when the existing system fails and cannot be repaired.

In simple terms:

  • Cooling, shower heads and ceiling insulation: triggered from 1 March 2027 by a new lease or conversion to month-to-month.
  • Draughtproofing: triggered from 1 July 2027 by a new lease or conversion to month-to-month.
  • Heating and hot water: triggered when the existing system fails and cannot be repaired.

Important Notes for Property Managers

Ceiling fans and portable air conditioners do not satisfy the cooling requirement. A fixed, energy-efficient cooling system is required in the main living area.

Before ceiling insulation is installed, an electrical safety check may be required to ensure roof space wiring and electrical components are safe before insulation works proceed.

If a property has gas appliances, a gas safety check may be required before draughtproofing works are completed.

Rebates and discounts depend on the property, existing system, selected product and VEU eligibility requirements.
